now sent the white house their own plan for getting america's finances under control. but both sides still far apart. abc's jake tapper is covering this from the white house. jake, the white house downplayed this new offer but will it be enough to jump-start negotiations? >> reporter: i don't think so, george. the white house advisers describe the proposal that republicans offered yesterday, as a step backward in terms of negotiations. what the outlying house republican states is $2.2 trillion in deficit reduction. that includes 1.2 trillion in spending cuts. $800 billion in new revenue. optimistic projections. and $200 billion in other measures, such as adjusting the consumer price index. but house republicans say if the president doesn't like this, it's incumbent upon him to offer a plan that can make it through the house and the senate. >> the white house says they want to see the republicans first say that tax rates are going to go up. is there any prospect of a face-to-face meeting between the president and house speaker john boehner in the coming days? and how are they getting

cliff today, but gun violence is another area in america where it seems we can't have a discussion without delusional claims of overreach and taking away hunting rifles. congress won't even allow statistics on gun violence to be gathered, and we certainly have made no progress towards closing the gun show loophole. i come to the floor with a small array of hope. with nearly half of all military sue sides are committed with privately owned weapons, the pentagon and congress are moving towards establishing policies to separate at-risk service members from personal private weapons. congress is poised to enact legislation to end a prohibition about the military collecting information about firearms kept at home. these are simple commonsense steps for an armed services where more military personnel take their own life than who die in battle. perhaps if we can take these reasonable steps to protect our servicemen and their families, perhaps we can have the courage to treat the epidemic of gun violence with the same thoughtful small steps when it comes to protecting the rest of our famili

in america has been rapidly in decline over the last decade or 15 years since they peaked in the late 1990s around the -- with the columbine shooting, and since then the number of school shootings has gone down for a number of reasons. teachers now have better training to spot potential trouble. other students are told to report cries situations where they think other students are out of control, better anti-bullying programs, law enforcement people in the schools. all of hose things together are able to spot potential trouble signs from the source of what the school shootings were at their peak, which is other young people shooting their fellow classmates. this is a situation that's very difficult to defend against when you have an adult walking into the school, so it's the worst possible situation for a school, the hardest thing to defend itself against. >> just briefly, i know you have to go, pete, to do more reporting, but do wynn anything about the security and whether there are magnetometers or security officials or any kind of checks on -- at the elementary school level, especially i
